Being a Legislative Change Agent -
Tom Minnick, NYS Business Council:
Legislation and regulations at our state level have a major impact on the daily work of HR Professionals across New York. Legislative advocacy on the part of HR Professionals can make a big difference in their workplaces of the future. Discussion will focus on the state legislative process and how HR Professionals can influence it.
Making Changes in
Regulatory Environments - Paul Keneally, Underberg & Kessler
While certainly not easy, the idea that HR professionals cannot affect change to our federal labor and employment laws and regulations is simply not true. This session will examine various strategies that HR professionals have used to support or oppose proposed laws and regulations, most effectively through the tools that SHRM provides (website, call center, DC visits etc.) and through their own efforts. Particularly, we will discuss how HR professionals can turn their voices into many voices, and sometimes, in a perfect storm of sorts, bipartisan voices.

Federal Change
Agents - Paul Keneally, Underberg & Kessler:
Some employers are more entrenched in their HR policies than others for a variety of reasons. In government and other unionized settings, it may be boilerplate collective bargaining agreements unchanged for decades; in public companies it may be industry practice (or perceived industry practice) and in small companies it may be tradition handed down and continued from a founder. In this presentation, we will review the areas where we have seen changes positive and negative, and discuss examples of each and how HR change sometimes implicates labor and employment law.
Living HR: Experiencing Policy through Case Studies-Ann Maynard, Maynard HR Consulting &
Kristin Hocker, U of R:
Using a case study approach, participants will identify ways policy can be used to facilitate sustainable HR systems and structures to support organizational/institutional stakeholders. The main focus is for the attendees to learn how to use policy as a tool of change agency and creating a positive impact through policy implementation.
